Allah has honored this country and its people with the service of the guests of Allah only, as visiting the holy sites and performing the duty of Hajj and Umrah rituals is the aspiration of every Muslim. The wise leadership - may Allah support them - has demonstrated its utmost care in serving the guests of Allah, including pilgrims, Umrah performers, and visitors, in the best possible way.

To enhance the role of the Kingdom of Saudi Arabia, both leadership and people, in serving the guests of Allah and providing the opportunity for the largest number of them to perform Umrah rituals and engage in this unique spiritual experience, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, launched the Guests of Allah Service Program as one of the initiatives to achieve Saudi Vision 2030 on Wednesday, the 24th of Ramadan, 1440 Hijri.

The role of the program is to provide the opportunity for the largest possible number of Muslims to perform rituals and visit in the best possible manner, and to work on enriching and deepening their experience by enhancing the quality of services provided, preparing the Two Holy Mosques, achieving the global message of Islam, developing Islamic and cultural historical sites, and providing the best services for them before, during, and after their visit to Mecca, Medina, and the sacred sites. This reflects the honorable and civilized image of the Kingdom in serving the Two Holy Mosques and the guests of Allah.

Facilitating the hosting of more Umrah performers and facilitating access to the Two Holy Mosques.

The program aims to empower more Muslims to come to the Kingdom of Saudi Arabia to perform Umrah and facilitate their entry procedures into the Kingdom, as well as facilitate the ways and options for Umrah performance for various categories of guests of the Most Merciful. This comes as a reinforcement and affirmation of the great role that the Kingdom has long cherished in welcoming and serving the guests of the Sacred House from all corners of the earth. The scope of the first strategic goal revolves around increasing the number of visitors from abroad to perform Umrah and visit the Prophet's Mosque, including facilitating visa procedures, in addition to enhancing the necessary accommodation capacity to receive 30 million by the year 2030. And 15 million in the year 2025, with an increase of 77% compared to the Umrah performers in 2019, who numbered 8.5 million Umrah performers. Taking into consideration ensuring the security and safety of the guests of the Most Merciful alongside the targeted increase in their numbers.

The program aims to empower more Muslims to come to the Kingdom of Saudi Arabia. The program aims to enhance the commitment of the Kingdom of Saudi Arabia to serving the guests of the Most Merciful, including pilgrims and Umrah performers from within and outside the Kingdom, to the fullest extent, by providing an integrated and seamless experience that satisfies the guests of the Most Merciful, regardless of their categories and needs. The scope of the strategic goal revolves around enhancing the performance of entities to meet the aspirations and desires of the guests of the Most Merciful, and improving the quality of services provided from the guest's country of origin until their departure from the Kingdom, covering the entire journey of the guest of the Most Merciful within the Kingdom - from conception to memory. This is achieved by elevating the level of services provided, setting and monitoring improvement standards, and improving procedures to ensure their smoothness and ease, such as reducing waiting times and enhancing crowd management efficiency.

The program aims to create a rich spiritual experience for guests of the Most Merciful in all their categories, affirming the Kingdom's rich Islamic history as the birthplace of revelation, which Muslims from around the world aspire to visit and learn about. This makes this goal one of the most important axes that the program works on. The scope of the strategic goal revolves around facilitating visits to historical and cultural sites in the regions of Mecca and Medina. The program aims to rehabilitate, develop, and improve historical and cultural sites, such as sites of battles, mosques, and historical artifacts. It also aims to introduce guests of the Most Merciful to the local heritage of Mecca and Medina, as well as to encourage them to expand their journey and explore the Kingdom.
